No Law focuses on density, not scale, for Xbox Series X|S

Neon Giant showed new No Law footage, saying the cyberpunk city favors density over scale and uses UE5 Nanite and Mass Framework to simulate over 3,000 NPCs on Xbox Series X|S in 2027.

Neon Giant screened new footage of No Law and described the game’s technical approach and design priorities. The studio targets Xbox Series X|S with a 2027 release window for the single-player cyberpunk shooter.

The footage centered on Port Desire, a multi-layered urban area the team built to feel worn and used at every level. Creative director Tor Frick explained the studio’s design constraint by saying, “We didn’t want the largest world, but the densest.” He described tight market alleys, layered graffiti and stickers on electrical boxes as examples of human clutter that shape the city.

The developer said artists handcraft spaces rather than relying on procedural generation. The team built a content pipeline that lets creators place and refine high-detail assets without repeatedly stripping back detail to meet performance targets.

Neon Giant credited Unreal Engine 5’s Nanite for allowing high detail across surfaces while keeping performance manageable. Frick noted Nanite made the approach viable by avoiding a constant trade-off between fidelity and frame cost.

Crowd simulation uses Unreal’s Mass Framework to change NPC density and behavior by time of day, weather and district. Frick noted, “Mass lets us simulate thousands of characters at once, over 3,000 at any given time.” The studio described examples such as storms clearing streets in poorer districts while busier areas remain active in heavy rain.

Character variety combines MetaHuman tools with Neon Giant’s character randomization system and MetaHuman Animator to generate thousands of distinct faces and animations for both main characters and background extras.

Frick acknowledged limitations tied to the studio’s relatively small size and said ambition required difficult choices. The team emphasized artist control and handcrafting over automated methods. No exact release date has been set; the project is currently slated for Xbox Series X|S in 2027.
